About me
I am an American-Iranian, also known as Farokh Hejazi, now legally known as Joseph D'Millio. In 2015, during my master’s thesis research in Planning at Morgan State University, I gained compelling evidence of systemic oversights in public-private partnerships that threaten long-term economic stability, environmental resilience, national competitiveness, and energy security. I removed all cognitive biases by creating a new online profile to conduct honest research without biases against my name and documenting them.
​These challenges are not exclusive to the United States Civil Sectors. All modern economies face similar vulnerabilities. As global competition becomes more fierce, the main question is: which societies, businesses, and institutions will successfully adapt their systems and infrastructure to meet future demands?

Throughout history, societies have relied on individuals capable of interpreting complex signals and anticipating risks before they fully emerge. The biblical story of Jacob and his son Joseph—who interpreted dreams and helped prepare Egypt for seven years of famine—is a powerful example of planning and strategic foresight in governance. One that has profoundly inspired me.

​​Using this tradition of planning foresight, I developed an analytical approach to identify fulcrums and inflection points in three complex systems.

The name D’Millio was chosen to represent this initiative, symbolizing the millions of Americans who rely on effective systems of governance, infrastructure, and opportunity. It emphasizes and ensures that participation opportunities are available and accessible to everyone. I am an architect, planner, and complex-science enthusiast, dedicated to identifying, funding, and solving complex systemic challenges that impact the performance of organizations, governments, businesses, and the people who rely on them.
