Dear Secretary Chavez-DeRemer,
I respectfully petition the Department of Labor to implement reforms that will transform the Job Corps Program into a profitable, efficient, and sustainable enterprise.
With three years of direct experience working with the Engineering Support Contractors (ESC), as a licensed architect, systems innovator, and complexity analyst, I have developed model-based strategies that optimize scheduling, improve oversight, and produce measurable financial gains. Unlike opinion-based approaches, my solutions are grounded in scientific evidence and systems engineering.
Currently, the Department lacks a comprehensive system for monitoring contractor performance and enforcing contract terms. This gap has led to inefficiency, inconsistency, and a drain on government resources—while benefiting the contractors. Through structured oversight, reinvestment strategies, and collaborative leadership, Job Corps can achieve profitability and high performance for both the government and the public.
My proposal is clear and action-oriented:
- Over the course of one year, I will provide strategic recommendations and oversight guidance to ESC, the Department, and Job Corps leadership. - At the end of this period, I request a one-time, performance-based fee of $200,000, payable only upon demonstrating tangible progress, which I plan to roll into a second-year operating fund. - To facilitate transparent collaboration, I respectfully request the reinstatement of an official DOL email account (e.g., joseph.dmillio@dol.gov). I am ready to invest personal seed capital and apply my proven methods to lead this transformation. With the right frameworks, Job Corps can become a nationwide model of efficient, accountable, and financially sustainable public program. Thank you for considering this petition.
